Sub:-Grant of financial upgradation to the Pharmacist category treating their entry Grade Pay of Rs.4200/- regarding.


The undersigned is directed to refer to NFIR's letter No. IV/MACPS/09/Pt.10, dated 30.08.2016 on the above subject and to state that the matter has been examined in light of the instructions contained in DoP&T's OM No.22011/10/84-Estt.(D), dt. 14th February, 1992 and it has been observed that DoP&T's OM dt.14.02.1992 is regarding the criteria which should be adopted in assessing the suitability of the incumbent of the post as well as the date of appointment to the upgraded post. in various situations. It do not envisage any change in the direct recruitment grade of the employees which they have joined on direct recruitment basis. The benefit of financial upgradation under MACPS is admissible from the entry grade which the employee has joined on direct recruitment basis and further as per DoP&T's clarification every financial upgradation is to be counted as upgradation and offset against the financial upgradation under MACPS. Since the Pharmacists have been initially appointed in GP Rs.2800/- on direct recruitment basis and the same has to be taken as entry grade for the purpose of MACPS.

In view of the above, the Federation's demand to treat Grade Pay of Rs. 4200/PB-2 as entry grade for the purpose of MACP Scheme for Pharmacists category is not found feasible for acceptance.
