Cabinet may approve 2% DA for Government Employees, Pensioners on Tomorrow

Diwali bonanza for government employees, pensioners; 2% increase in dearness allowance on cards NEW DELHI: In what could bring cheers to 50 lakh central employees and 58 lakh pensioners ahead of Diwali, the Centre is all set to announce 2 per cent dearness allowance to be effective from July 1, 2016.  "The proposal to provide 2 per cent dearness allowance and dearness relief to central government employees and pensioners respectively, is listed on agenda of the Union Cabinet meeting scheduled for tomorrow," a source said.  Dearness allowance and dearness relief is provided to employees and pensioners to neutralise the impact of price rise on their earnings.  Earlier this year the government hiked Dearness Allowance by 6 per cent to 125 per cent of the basic pay. 7th CPC DA from July 2016 is 2% or 3% is yet to be confirmed

It seems that the DA from July 2016 in 7th Pay Commission is not yet finalized by Central Government. There is confusion persists on the rate of Dearness Allowance to be paid from 1st July 2016 in revised Pay . The AICPIN average for the year 2015 to be taken as Base Index for calculation of DA in 7th CPC as the DA has been neutralized to arrive the revised Pay. The actual AICPIN Average for 2015 is 261.33. As per this AICPIN average, the DA to be paid at the rate of 2% from July 2016 in 7th CPC . But the NCJCM has contended that it should be paid at the rate of 3%. [ Read NCJCM Staff Side Letter to Finance Ministry ] The NCJCM staff side said that as per the practice of fraction is being ignored, 0.75 is ignored from actual DA 125.75 as on 1st January 2016. Since the 125% DA was merged to revise the 7th CPC pay, Accordingly, the AICPIN average of 2015 has to be revised to 260.46 from 261.33 to arrive the exact rate of DA of 125% . AICPIN for the Month of June, 2016 with 2 Points Increase No. 5/1/2016- CPI GOVERNMENT OF INDIA MINISTRY OF LABOUR & EMPLOYMENT LABOUR BUREAU 'CLEREMONT', SHIMLA-171004 DATED: 29th July, 2016  Press Release  Consumer Price Index for Industrial Workers (CPI-IW) — June, 2016 The All-India CPI-IW for June, 2016 increased by 2 points and pegged at 277 (two hundred and seventy seven). On 1-month percentage change, it increased by (+) 0.73 per cent between May, 2016 and June, 2016 when compared with the increase of (+) 1.16 per cent between the same two months a year ago. The maximum upward pressure to the change in current index came from Food group contributing (+) 2.51 percentage points to the total change.
