Sub: -Grant of enhanced bonus to GDS and payment of revised wages of casual labourers — agitational programmes culminating in two days nationwide strike on 9th & 10th November 2016 - Serving of notice — regarding.
As you are aware the bonus calculation ceiling of all Central Government employees was raised from 3500 to 7000 by the Government from 01.04.2014 onwards and orders were issued on 29.08.2016. An arrears for the financial year 2014-15 was also paid to the all departmental employees.
But till this day, orders for payment of enhanced bonus to three lakhs Gramin Dak Sevaks are not issued by the Postal Board, for reason best known to it. The file is being sent to JS & FA to GDS committee to Finance. As the eligibility of equal bonus to GDS is already a settled case, again raising the very same objections of Nataraja Murthy Committee is quite unwarranted and cannot be tolerated. We cannot allow this discrimination.
Similarly, even though the Postal Board has issued orders revising the wages of casual labourers w.e.f 01.01.2006 as per the 6th CPC minimum wage of Group 'D', till this day many circles and divisions have not paid the arrears to the poor, unorganized, marginalized and most exploited section of casual, part-time, contingent employees and Daily rated mazdoors. Eg: Kerala Circle, Tamilnadu Circle etc.). 7th CPC revision has also become due now. As the bonus ceiling of all Central Government employees are enhanced, there is every justification for enhancing the bonus payable to casual Labourers also. Postal JCA is very much concerned with the demands of the casual, part-time and contingent employees.
After reviewing the whole situation, the Postal JCA has decided to organize following phased programme of action culminating in two days nationwide strike on 961 & 10th November 2016, demanding settlement of the above two demands relating to Gramin Dak Sewaks and Casual Labourers.
Phase-1 — Protest demonstrations in front of all Divisional/Regional/Circle offices on 3rd October 2016. Phase — 2 — Mass dharna in front of all Divisional/Regional/Circle offices on 20th October 2016.
Phase — 3 — Indefinite hunger fast in front of Dak Bhawan by Secretary Generals and all General Secretaries from 3rd November 2016.
Phase — 4 — Two days Nation wide strike on 9th & 10th November 2016.
We hereby give notice to you that the entire Postal and RMS employees including Gramin Dak Sevaks and casual labourers shall go on two days strike on 9th & 10th November 2016, if the above mentioned demands are not settled favourably.
We hope that the Postal Board shall come forward to settle the demands before the situation goes from bad to worse.
