Bureaucracy Delays Pay Commission Award

New Delhi: Central government employees has blamed “government bureaucracy” for delays in implementation of the Seventh Pay Commission Award. Finance Minister Arun Jaitley said, “We have enough funds to implement the Seventh Pay Commission Award shortly.” The Seventh Pay Commission turned out to be complicated to implement because convincing every section of government employees was not easy, a senior official in Finance Ministry, who familiar with the pay commission matter said. The Pay Commission took 21 months to finalise its report. “Hence, the government officials of implementation cell observed the entire procedure to finalise in short time to get benefit to central government employees, and then immediate cooldown with dry ice, as they got one year time to review it” he added. Bunching benefit in Pay fixation is recommended by 7th pay commission in some situation

7th Pay commission in its report stated at page 79 entitled Entry Pay, that,” Although the rationalization has been done with utmost care to ensure minimum bunching at most levels, however if situation does  arise whenever more than two stages are bunched together, one additional increment equal to 3 percent may be given for every two stages bunched, and pay fixed in the subsequent cell in the pay matrix. For instance, if two persons drawing pay of Rs.53,000 and Rs.54,590 in the GP 10000 are to be fitted in the new pay matrix, 1. The pay fixation for the person (A) drawing pay of Rs.53000 (PB + GP) 2. Railway Union Members Oppose New Pension Scheme

New Delhi: Members of a railway union has opposed the new pension scheme (NPS) and demanded that the employees should be kept out of the ambit of the scheme. All-India Railwaymen’s Federation (AIRF) General Secretary Shiv Gopal Mishra said that the union has urged Railway Minister Suresh Prabhu to raise the matter with Finance Minister Arun Jaitley to ensure the government keeps railway employees out of the ambit of new pension scheme. Apprising Prabhu about railwaymen’s work in most precarious and arduous conditions, Mishra said, “Many employees lay down their lives while working on duty to keep the nation on move and trains on the run, therefore, like Armed Forces, concept of New Pension Scheme may also be abolished from Railways.” He said the National Pension System introduced from January 2004 has totally eroded the social security, and the staff appointed on or after this crucial date is always worried about their future. सरकारी कर्मचारियों की वेतन बढ़ोतरी में देरी संभवः सूत्र

नए साल में सरकारी कर्मचारियों का वेतन बढ़ जाएगा। ये कहना अब थोड़ा मुश्किल हो गया है। क्योंकि सूत्रों के मुताबिक पांच राज्यों ने चिट्ठी लिखकर केंद्र सरकार से कहा है कि सातवें वेतन आयोग की सिफारिशों के मुताबिक वेतन में की जाने वाली बढ़ोतरी तुरंत ना करें। ये बढ़ोतरी 1 जनवरी से लागू करने का प्रस्ताव है। 7वें वेतन आयोग पर पांच राज्यों की आपत्ति के चलते सरकारी कर्मचारियों के वेतन बढ़ने में देरी हो सकती है। 5 राज्यों ने खराब वित्तीय हालत का हवाला दिया है जिसके बाद कहा जा रहा है कि केंद्र राज्यों की आपत्ति की समीक्षा करेगा। सूत्रों के मुताबिक अभी वेतन बढ़ाने के प्रस्ताव को टालने का फैसला नहीं किया गया है और वेतन बढ़ाने से करीब 1 लाख करोड़ रुपये का अतिरिक्त खर्च आएगा। गौरतलब है कि बढ़ा हुआ वेतन 1 जनवरी से लागू किया जाना है और 7वें वेतन आयोग ने 23.5 फीसदी वेतन बढ़ाने की सिफारिश की है। एक खास टीम सिफारिशों के अमल की समीक्षा कर रही है और 7वें वेतन आयोग पर राज्यों की आपत्ति के बाद वेतन बढ़ोतरी में देरी हो सकती है।  Source:- http://hindi.moneycontrol.com/mccode/news/article.php?id=132252

Despite Pressure From States, Centre To Implement Pay Commission Award By Next Year

New Delhi: Despite pressure exerted by the State governments, the central government has decided to implement the Seventh Pay Commission Award for central government employees in the course of next year. Minister of State for Finance Jayant Sinha said, “Increase in salary bill due to Seventh Pay Commission will not strain central government’s fiscal position.” A senior official in Finance Ministry, who familiar with the pay commission matter said that some states are expected to delay implementing the Seventh Pay Commission Award to central government employees from centre side to be able them to get extra time for absorb similar pay hikes for state government employees. “There are several states who have approached the Prime Minister’s Office, Cabinet Secretary and Niti Aayog, seeking more time in implementation of the Seventh Pay Commission’s report,” he said to Indian Express. The Payment of Bonus (Amendment) Bill, 2015, was passed by a voice vote, with some members objecting to the raising of eligibility limit for payment of bonus from a salary of Rs 10,000 per month to Rs 21,000. Replying to a debate on the legislation, Labour Minister Bandaru Dattatreya said the Government has ensured that the interest of workers are protected and there is no infringement on their rights. Change in Seventh Pay Commission Recommendations Likely

New Delhi: The central government may bring changes in the pay package proposed by Justice A K Mathur-led the Seventh Pay Commission which recommended a 23.55% hike in the pay and allowances of central government employees. The pay is likely to increase 16%, allowances 63% and pensions about 24%. This is less than the overall hike of the Sixth Central Pay Commission. The Implementation cell of the Seventh Pay Commission recommendations in Finance Ministry, headed by Joint Secretary R K Chaturvedi, is likely to retain such allowances and advances, which has been recommended for abolition by the Seventh Pay Commission.
